Chico police Sgt. Mark Bass was recently accused in a lawsuit of excessive force in the arrest of a 17-year-old female whose arm was healing from surgery. It’s the second active lawsuit against Bass, who has a history of killing people on the job and has multiple documented allegations of domestic violence.
