Nine Butte County sheriff’s deputies, a majority of them armed with assault rifles, fired a total of 63 rounds two years ago at Richard Moulton, a 52-year-old Red Bluff businessman, killing him.
Recently, Seth Stoughton, a use-of-force expert who testified at the trial of George Floyd’s police killer, expressed concern about what seems to have been “contagious fire” from multiple deputies in the killing.

A law enforcement veteran who is also a police dog expert has called the strategy used to apprehend wounded Tyler Rushing “a cluster of mistakes from the time the officers knew where Rushing was barricaded, until he was shot and killed.”
Ernest Burwell, a Thompson Falls, Mont.-based consultant, was hired by Rushing’s family to study and evaluate the July 23, 2017, shooting of the 34-year-old Ventura man at a downtown Chico title company. Rushing was behaving bizarrely on the title company’s property when he was shot once by private security guard Edgar Sanchez, whom he had attacked and cut with a small glass flower pot.

Recently the Butte County District Attorney found that Butte County deputy sheriffs acted in reasonable self-defense when they shot to death a Palermo woman in April 2018. Concerned Citizens for Justice (CCJ) disagrees with that decision.
We believe that the community should find the following facts alarming:

Above all else, her family says, Myra Micalizio of Palermo was a gentle woman who loved the Lord. And she got along really well with her imaginary friends as well.
Micalizio, 56, who lived with mental health issues, was shot dead April 26 in a hail of bullets from two Butte County sheriff’s deputies. On July 20, her family filed a federal civil rights complaint seeking a jury trial and unspecified damages from Butte County, sheriff’s deputies Charles Lair and Mary Barker, and Sheriff Kory Honea.
